While many terrorist acts are random, there are just as many that are conducted by sleeper cells who are loosely connected to a much larger and coordinated organization. The structure of an organization constructed of sleeper cells is set up in such a way that each cell knows very little about the others, so as to not be able to give away any pertinent information if apprehended. But they could know something, and that would be of benefit.
