Could be they wanted to hold it back so they could verify any witness testimony (that is, a witness comes forward and ID's the guy saying they saw him drop the bag; feds can now ask them to describe him dropping the bag and compare to what they have on video).

I agree. It looks almost 99.9% the same guy. Also everyone is running away from the blast site. So he could have planted the second bomb.
