Start doing stupid shit to piss them off in front of the camera. Put a sign up in plain view of the camera so passers-by can see it as well.

and then buy 3 cameras and point it all at his house as well.

My cameras only catch the sidewalk and some of the street. I know that a street over there was a legal battle about cameras pointed at a neighbor's house. It was settled out of court though,
