We called that the "skater cut." And yes, I had one of those, too. My mom was of the opinion that hair always grows back, so do whatever you want. Cutting slits on the bottom of jeans in junior high/early high school...I don't think people do this much today in school, but I guess I'm not sure.
Like a 3-4" long slit at the bottom on the inner part of the bottom of the leg, and just a 1-2" cut on the outside part.
