I do think Rothstein is toast next year. In history, he is killed in 1928.
Also, in 1924/ 25, Capone takes over for Torrio, so that may happen next season.
I hope the series can make its way to 1929-1930, where we see the Valentine's Day Massacre, the fall of Capone, and the meeting in Atlantic City that establishes the mob rules.
That's all pretty cool, but I think you might be ambitious.
Correct me if I'm wrong, but BE is intended to be a work of fiction based rather loosely on historical fact. I think part of the reason they chose Nucky and NJ is he's a minor player in the prohibition era, relatively speaking. That gives them a lot of artistic license to mold their script.
Just saying I don't think this series will evolve to anything much beyond the scope of Nucky. If what you mention is addressed in the show, I wouldn't expect much more than a "did you hear" sort of thing.
Although it does seem hard to do this show and NOT devote at least an episode to the Valentine's Day Massacre. But I think this show going into S4 is already on borrowed time (HBO almost always seems to end series prematurely, usually for budget reasons).
