Because they already blew it dead!! Meaning the player was on the floor during a stoppage in play no matter what. They were either getting the TO, as ISU was CLEARLY trying to do, or the refs blew it dead for review. They didn't grant him a TO. Regardless of what he was asking for. The refs blew the play dead for the review. You can call for a timeout all you want, but it has to be granted. They didn't grant him a TO.
Yes it was stupid, but he wasn't on the floor during live play. Move on.
