Another alternative is one was for "a" state doing it and the other, "the" state doing it. But, to me, it's still the same thing.

With Obama he is not able to do all he campaigned on because of a Republican House and the Senate Republicans using the filibuster. So when Democrats don't do anything it's the republican's fault. And when the republicans don't do anything, it'e the republican's fault? He is our elected chief executive and has that right. well since all republicans want to do is cut taxes for the rich and end regulations protecting average Americans, they are happy when the government is doing nothing else but reducing itself.
