TV is not affiliated with the PGA. ESPN.com and all the other web outlets dont need to do so. They can do whatever they want. Where in the rules does it say, its against the rules to post scores out of order on a 3rd party website?

And they are followed. At the course. The only place the scoreboard rules actually come into play. TV can do what they want.
