Like, Jacksonville sucks at the QB position and is a horrible team, so in theory he'd be a perfect fit for them because he's popular in the state and no matter how much he sucks, one could argue that he'd still be better than a guy like Blaine Gabbert.

But they have a new GM and I think he knows that if he would sign him, that his career would be tied to him because in Florida, there would be huge pressure to start him immediately and keep him the starter to the degree that the GM's career would be tied to his performance. And I don't think any new GM who wants to succeed wants to risk having that albatross tied to them where their success is tied to the performance of an unconventional QB like Timmay.

Just not sure the Ravens WR Corps is good enough to win shootouts, which it seems like they will be in more and more this year. Ray Rice can only do so much, you need a vertical game.
