TPS is a remarkably bad school system.
When I was at Libbey coaching, the school principal explained to my why TPS closed the school.
Libbey used to have ~50% attendance and the classrooms themselves were rather unsafe and generally not conducive for learning. They decided to take a hardline stance and make the thugs go to an online charter school, Phoenix Academy. The attendance shot up to 93% and the test scores went through the roof. But the enrollment dropped and TPS said they weren't being effective. So retarded.
