I have no problem with stiffer penaties for MAJOR violations, as long as they get rid of the number and severity of minor violations, and be consistent with penalties imposed for the violation that occurred.

The rules are fine where they are. Stiffer penalties will lead to cheating on an even worse degree or totally destroy some programs

More likely that the NCAA needs to be revamped and their rule book condensed into something sensible and compliable with...something that doesn't cost colleges hundreds of thousands of dollars a year or more in pushing their compliance paperwork...and doesn't require coaches to be include "babysitter" in their job description.
