For me, "most powerful" is the before and after shot of the tornado in Joplin, Missouri.

That is a crazy pic, but it looks to me like they are not from the same spot. There is a road to the right in the before pic and driveway in the after. No it isn't Look.... the street in the 2nd pic is not as wide and it has a "hill" in it. The curb where the man is standing isn't the same. It is still a powerfull pic of what happened but I don't think its the "same location" either.

There's trees in the first one, and the second appears to be a field. Definitely not the same.

For me, it is the picture of the casket of the dead soldier and his dog laying in front of the casket. Dog is heartbroken.

the joplin pictures, while still powerful, would have been better if they used the same location. also, was there just a surplus of pepper spray around the world this year? crazy how many people needed to be sprayed
