I doubt that "no alcohol" was involved...why would he run from the cops for bumping into a car if he had not been drinking.

Okay, no allegations of alcohol.

The way I read it was that the cops weren't there, hence being arrested "on suspicion" of four counts. Heck, I could imagine myself in college causing damage to someone's car on accident and leaving the scene simply because I didn't want to pay for it. It's a stupid thing to do, but college students aren't the most mature people in the world, on average.
