They haven't won one since 1991? and Va Tech just joined the conference a few years ago.

None of it is likely since TCU probably is going to have little trouble with UNLV. But there would be no reason to use a tiebreaker in that scenario since doing so/not doing so doesn't affect TCU's bowl.
A conference can't just make up rules whenever they want. TCU are conference champs, it's already been decided.

I'm sorry you don't understand it. In the scenario being discussed, they'd be co-champs. The tiebreaker isn't to make one or the other champion of the conference, they would both be that. The tiebreaker is to determine bowl selection. TCU wouldn't be eligible for the BCS bowl, Boise would. Boise would go to the BCS bowl with an autobid. If Boise wasn't eligible for that BCS autobid, TCU would win the head-to-head tiebreaker and go to the MWC #1 bowl and Boise would go to the #2 MWC bowl. That wouldn't be the case, so the tiebreaker wouldn't be relevant.

It looks like TCU might move into the top 16 and get an auto bid. Currently 18th. Baylor won (#17), so they'll stay ahead of TCU. Meaning TCU needs to pass up 2 other teams.
Georgia is the current #14, then either #13 MSU or #15 Wisconsin is going to lose, and Houston lost as well. Plus who knows how far Oklahoma would drop if they lose to OSU.
The only way I could see them not cracking the top 16 is for Clemson (#20) to beat Va Tech and jump them, and for either Houston, Georgia, or the Wisky/MSU loser to not be punished too much for losing a conference title game and staying in the top 16.
Not that too much changes, as they'd just be taking Houston's auto-bid spot.

Oklahoma will be 14th at best, but I think Baylor jumps them in the human polls and Baylor's computer numbers will go up by beating Texas (and the TCU win is going to look a little bit better too).
Oklahoma will be fighting with Michigan State, Houston, and TCU for 15th in my opinion.
Coaches will have Bama at No. 2 as will Harris voters. BUT ... I'm projecting OSU to be at No. 2 in the BCS standings.

The only way Virginia Tech would be picked at large by anyone is if they are the only major conference team in the top 14 eligible to be picked, and even then they might take Boise over them.
