think Cam Heyward. Simon is just a bit smaller and just a bit stronger than Heyward. He plays inside and outside on the line just like Heyward did. He fits the 3 technique perfectly....

3 tech is typically lined up on an offensive guards outside shoulder. In a 4-3 your DTs play a 3 and a 1 (or 0 depending on your team). In a 3-4 the Nose is in a 0 or 1 on the C and the DEs play 4 or 5 on a OT.
Your terminology is off...but it may be what you know as all teams use differing terminology. I have never heard of a professional team reference a 3-4 DE as a 3 tech.
Most commonly the numbering goes like this:
0 = head up on C
1 = shoulder of C
2 = head up on G
3 = outside shoulder of G
4 = head up on T
5 = outside shoulder of T
Numbering for inside shoulder and alignment on TE vary greatly by team.
Bear Bryant is one of the biggest known coaches credited for numbering the D-Line and he used the above system along with:
2i = inside shoulder of G
4i = inside shoulder of T
6 = head up on TE
7 = inside shoulder of TE
9 = shoulder of TE
No one can really explain the TE numbering that I have ever heard.
