IMO, winning matters in high school varsity play. Before that is preparing for varsity.

Both sides are right, the league shouldnt hinder a kids ability and the coach should be smart enough to put the kid in other positions and developing the other kids.
These rules arent put in unless some coaches have just lost sight of what they are supposed to be teaching.
