Yeah. . . the article I read said it's name is Brutus. It's 80 years old and 18 ft long. The missing leg is attributed to a bull shark.

I mean maybe it's just me, but if an 18 foot croc or gator was coming out of the water like that within a foot of my boat, my ass isn't just sitting there like nothing is going on.

I think that's a chicken or something hanging from the pole, and if it is that would mean the goal was to get a gator to jump out of the water for it. Why would the passengers be freaking out if the intended purpose was to lure a gator? I doubt they'd be able to tell how big it was in the 1 second it takes to leap out of the water.
