I had two roommates and lived on less than $1000/month just fine when I lived on campus.

The supposition is living OFF campus. If a full ride athlete lives in a dorm they don't get the stipend, they live and eat in the dorm for free, part of their scholarship. If they choose to live off campus they get a stipend and it is their responsibility to make it cover the expenses of living off campus.
