It's been 10 years since I've bought a used vehicle and had to do this crap. Can I go to any registrar and get temp tags and then transfer the title within 30 days? Or do I need to go to a title office and transfer ownership right away? Hopefully scenario one since it's a pain to get to the closest title office on a lunch break. The closest registrar is only a half mile from the office.

Ive always done the title first then got 30 day tags

If it's going into Ohio from out of state, you need to get a VIN inspection at a car dealership (almost any will do it, costs $2 or so). Take that to the title office, get the title. Take it to the BMV and get your tags.
That's the fastest way to a real tag. If you go straight to the BMV, they have to process the title, and can only issue you a temp tag until your title comes in (then you can pick up your real plates).

Waste of money to get temp tags. I always get my title, then go straight to the BMV and get real tags.

I've never had to wait 15 days. Last time I bought a vehicle, I went to the title office and got title put in my name, then went straight to BMV and got tags. I've done that same process at least 3 times.

Perhaps, but I don't have time to go to the title office and I'd like to be able to ride until I do.
