As far as the Big 10 is concerned...i would only say that Indiana has "no chance."

Baylor, Iowa State, Kansas, Kansas St. (I know Kansas and Kansas St have been good in the recent past, but with the way Texas, OU, and OSU are going I expect them to dominate that conference and it will be hard for those schools to get an At-Large if they don't win the conference)
Kansas won the 2008 Orange bowl, so this ship for them never winning a BCS game has already kind of sailed.

I think it's unlikely that Indiana could be consistantly good, but it is possible to get a good coach, good recruting class, down Big Ten year, and have a magical run. I can't say they will never win a BCS game.
