What says Ohio Chatter?
there are plenty of great songs, it seems like back in the day every album you put out had to have one or it wasn't going to sell.
I think Firehouse though, as a band, wrote some of the best and may be the best band at writing them (When I Look Into Your Eyes, Love of a Lifetime, Here For You)

Heat of the Moment ??? I don't believe that was a power ballad. I'm surprised no one mentioned Home Sweet Home yet.
I've always liked I'll Never Let You Go/Angel Eyes by Steelheart.

Chiefs
When it came to Skid Row power ballads, I thought they kicked ass on Slave to the Grind (album after the one with I Remember You). Had Quicksand Jesus, In a Darkened Room and another that I can't remember the name of. All were great.
My favorite from the time probably was Lynch Mob's Through These Eyes. As mentioned before, Winds of Change by the Scorpions also kicked ass. And since I'm like this bigtime KVLT metal-head who should be ashamed of liking power ballads, I have to mention Anthrax's humorous rip on them from Attack of the Killer B's, N.F.B. (Dallabnikufesin).

November Rain is totally underated. Slash kills the guitar solo in that one
