Holding on the offense is deemed to put them 10 yards further back from a 1st down. Defensive holding, or illegal contact, was deemed to have the appropriate proper punitive consequence of 5yds and a first down. If they don't do it this way the defense could do the same thing over and over again on a goal to go situation with the penalty being way less than appropriate.
