For this the skill required would be to do a backflip (and not even normal skill to do a back tuck since you're starting so far off the ground) and then have the coordination to put it through the hoop. Is it difficult? Yes. But like I said, with enough practice it could be done by most mascots willing to try it and that have costumes that allow it.
