Based on the clip above, I don't see why there was a fine or a penalty, the ball carrier had to jump over Suggs and Quinn. It looked less like a cheap shot and more like a half-assed attempt at a tackle.

Exactly, it wasn't dirty just a piss poor attempt at tackling. I guess he did go to Notre Dame and they are no poster boys for tackling. lol

Suggs should be fined for letting Lady Quinn take him out.
