No...a school can block graduate transfers if it chooses. And while Notre Dame didn't technically already grant Golson the scholarship for next year, they held one for him. They assumed he was going to be there next year. It wasn't until the writing on the wall that he was going to split time or lose time to Zaire that he decided that he wanted to take advantage of the graduate transfer rule. And that's fine. But Notre Dame could have had 1 more scholarship to open to an incoming freshman to help boost the incoming class.
And it's important to note that ND isn't blocking all options for Golson...just Texas and some B1G schools (probably those on the schedule and Michigan because...well why not?). The SEC has rules in place where they won't accept grad transfers if the kid was suspended for academic violations or violations of team rules for an extended period of time (like if you get kicked out of school for a year for Academic Dishonesty). So if he wants to go to the SEC, he'll have to petition for a waiver.
