Sea bouys have wave height measuring sensors, along with other stat gathering devices.

I think so, and 7.9 is no joke.

Though the devastating Indonesia tsunami was trigged by a 9.1-9.4 (which, I don't know the math, but I think is @ 125X more powerful than a 7.9)

Supposedly the quake triggered a 32 foot shift in sea water; if so, a warning should go out ASAP.  Then, after sea bouy data comes in, any corrections/clarifications should issue.  If there really was a 32 foot shift, I still can't believe there wasn't a tsunami, but so be it.
