That is a very, very broad definition of neoconservative. Bill Kristol, Rumsfeld, Robert Kagan, Victor David Hansen, John Bolton, Doug Feith and others would be surprised by that broad definition. I don't think you understand the concept. Just because you conduct an airstrike overseas does not make you a neocon.
You can argue that the President has too much power to unilaterally strike, but to call everyone a neocon is not right. Under your rational, was Clinton a neocon too then?
Curious too, do you think the President should always go to Congress before conducting airstrikes?
Does the President still have the right to conduct a nuclear first strike in your view or does he have to go to Congress too?
