The ONLY way I would ever be in support of a VAT was if it completely replaced the income tax. Do away with our convoluted tax code and replace it with a 18% VAT, then I might support it, otherwise, this is getting out of hand.What would it cost? Emanuel argues in his book that a 10 percent VAT would pay for every American not entitled to Medicare or Medicaid to enroll in a health plan with no deductibles and minimal copayments.
