I never see any tributes and dedications to any other rapper like I do for Biggie.
Since his death, Wallace's lyrics have been sampled and quoted by a variety of hip hop, R&B and pop artists including Jay-Z, 50 Cent, Alicia Keys, Fat Joe, Nelly, Ja Rule, Lil Wayne, and Usher. On August 28, 2005, at the 2005 MTV Video Music Awards, Sean Combs (then using the rap alias "P. Diddy") and Snoop Dogg paid tribute to Wallace: an orchestra played while the vocals from "Juicy" and "Warning" played on the arena speakers.[56] In September 2005, VH1 had its second annual "Hip Hop Honors", with a tribute to Wallace headlining the show.[57]

Of course you could find just as many that say someone else, it is all subjective. But in my experience, I see more people and dedications saying Biggie than any other artist. I think it is hard to deny that Biggie is the greatest rhymer and lyricist of all time.

I don't know. I don't think he's the GOAT. One of the best ever, I don't know about the best though.
