at least in the central district it has to do with the top team or bottom team on the bracket...
simple as that...
when you choose your slot you are also choosing home or away if that matters to you

Okay. I was just wondering. Went to a game last night where the obvious #1 seed was the "away" team and it made me wonder.

That's the way it is set up, top line is home , bottom is away, so coaches determine their spot in the first round and their placing at the draw sets up future games and which spot they go sets up whether they stay home or away next round as a team that is away in 1st game could win and be on the top line in the next round and be home team.
