I've seen this many times this year. A defensive player will be fully established and the offensive player will charge into him but the defensive player does not budge. It seems it's always a block.

Do defensive players have to hit the floor to get the charge?

I believe the more of an acting job you are able to put on....the more of a chance you have at winning the ref over. So hitting the floor has become a common way of taking the charge.

I've had varsity officials tell me that the kid would have gotten the foul if they would have fallen. To me, that is an example of poor officiating.
