He reported a post and gave the reason as "stupid ass bitch".

The first post in of that thread is the one he reported.
Given the original post was stupid and a "troll", he still had no reason for the personal attack.
With the rules tightening a bit, should I give Jefe and Skyhook a timeout for a day or two?

No, the reported post is only seen by us. It was also funny, I thought. I appreciate reported posts like this more so than the "so and so made fun of notre dame, WHAT ARE YOU GOING TO DO TO FIX THIS!!!"

el jefe always has some funnyass reported posts. For example, when Elliot/Mike Clark started a thread about Nick Mangold being terrible and overrated, El Jefe reported the post. The reason for the reported post...."Treason"...lmao.

I remember ej jefe reporting himself once a week or so ago with the reason being something like "dumbass".
