Where do you go to see OSU's offers? For instance, I go here http://ohiostate.rivals.com/commitlist.asp to find a list of OSU's commitments, but where do you go to find a list of players with offers?

Use Rivals' search function - http://rivals.yahoo.com/ohiostate/football/recruiting/recruit-search - and limit to Ohio State, only prospects w/ offers. Returns 60 names.

use the search function at rivals or scout. That should do it. Or you could go here. http://www.mililanibuckeye.net/recruits-2010-sql.php

in the link you can click on the offer tab and it will sort it for you.
