Here's the rules:
The top 2 teams in the BCS will automatically qualify.
All six BCS conference champions automatically qualify.
One non-BCS conference champion will qualify if they either ranked in the top 12 or are in the top 16 and are higher ranked than a BCS conference champion.
Notre Dame gets in if ranked in the top 8.
#3 and #4 can be automatic qualifiers if their conference champion doesn't qualify for the BCS title game.
Next, is the at-large bids.
Any team with 9 wins in the top 14 qualifies.
No more than 2 teams per conference (unless the two teams from the same conference are #1 and #2 and the conference champion is ranked lower in the BCS, they also get in).
If out of the top 14, there isn't enough team to fill in the 10 spots, they expand to the top 18.
Here's the order of selection:
Orange Bowl - ACC champion vs. at-large
Rose Bowl - Big Ten champion vs. PAC-10 champion
Sugar Bowl - SEC Champion vs. at-large
Fiesta Bowl - Big XII Champion vs. at-large
BCS National Championship Game - #1 vs. #2
If a bowl loses one of their 'anchor teams' to the title game, they get first replacement (#1 goes first, #2 goes second). They can't pick another 'anchor team' and they can't pick from outside the at-large pool.
The last bowl to pick must pick any team still automatically qualifier. If 2, then the last 2 bowls, etc.
So, this year's are (based on current BCS standings, I'll updated when the new rankings come out this afternoon):
NCG: #1 Florida (SEC) vs. #2 Texas (XII) (I'm accepting the inevitable fact UF/UA must lose, and that will probably drop them)
Orange: Georgia Tech (ACC) vs. at-large
Fiesta: Second Pick vs. at-large
Sugar: First Pick vs. at-large
Rose: Oregon (PAC-10) vs. Ohio State (Big Ten)
That leaves these automatic qualifiers left:
TCU (highest non-BCS) and Cincinnati (Big East)
These at-large teams are available:
Alabama (current #2)
Boise State (#6)
USC (#9)
Iowa (#10)
Pittsburgh (#12)
Miami [FL] (#14)
Of course, Iowa, USC, and Miami are going to move down this week with their losses. Alabama (I assume) is going to lose the SEC title game, but will stay in the top 14 to be an at-large over fellow SEC at-large LSU (remember, on 2 teams per conference, so if Alabama gets picked, LSU can't).
So, First Pick belongs to the Sugar who will, probably, take Alabama. Second pick belongs to the Fiesta who I think may take TCU, as they've had a history and probably would be expecting TCU to travel well to such a big game.
So, that leaves:
NCG: Florida vs. Texas
Orange: Georgia Tech vs. at-large
Fiesta: TCU vs. at-large
Sugar: Alabama vs. at-large
Rose: Oregon vs. Ohio State
Cincinnati still is an AQ team.
Boise State (#6)
USC (#9)
Iowa (#10)
Pittsburgh (#12)
Miami [FL] (#14)
Of course, this is moot given that USC, Iowa and Miami just lost and the rankings tonight are going to be vastly different. But, it's just an example today, I'll update it later:
The Orange gets the first pick and I think would take the obvious choice of Miami. The Fiesta gets the next pick, and I think would take take USC for the money over Boise State. That would leave Cincinnati the only choice for the Sugar.
NCG: Florida vs. Texas
Orange; Georgia Tech vs. Miami
Fiesta; TCU vs. USC
Sugar: Alabama vs. Cincinnati
Rose: Oregon vs. Ohio State
Once again, if anyone wants to criticize this selection process REMEMBER this is based on last weeks rankings as the new rankings aren't released until later today. So, go ahead and look like an idiot for arguing why Iowa, USC, or Miami shouldn't be in the BCS. I'll sit back and laugh at your illiteracy.

Miami lost to UNC yesterday, so they are done. Oklahoma State was 19 in the BCS and the 14-17 teams all lost, so they will be right around 15. They just have to move up one more spot to get in the mix. Penn State was 18, so they will move up, and Iowa played tough in Columbus, so they might not fall that far. A second Big Ten team is almost guaranteed a BCS at large bid at this point. No bowl would ever take Boise State over a Penn State or Iowa sitting there. USC lost, but they aren't out of it either, since they are USC and will probably only drop a couple spots.
