Thanks Belly for bringing to light the most obvious implement for improving law enforcement 1000x with one easy fix. Every newborn in the US should be "tagged" at birth and every felon tagged upon conviction. Its incredible to me that we don't tag children and pretty much eliminate the crime of kidnapping.
