Sure, the Browns have a lot of picks but given how little of these picks we actually convert into relevant NFL player, every pick matters. There's about zero percent chance he signs with the Browns because he's going to want 'Von Miller' type money and the Browns won't pay it. So really the pick boils down to trading a 3rd round pick for a player for 8 games until he leaves at the end of the season.

They have the cap room to overpay, now if he is the guy to open the bank for that is a diff discussion.
They need to change the culture there and bring in a sure fire talent along with hitting on their draft picks. They will need to overpay for him to come there,no doubt about that, but the browns have ample cap space going forward.
Although GB was a little ahead of the browns at the same point, they made a huge splash to bring in Reggie White. It really opened the eyes around the league. Before that signing in '93, the packers had FIVE winning seasons from 1970-1992 and 1 was a strike shortened I believe.
Draft your QB, over pay for a legit free agent and change that culture. Overpaying for a guy on that team isnt going to hamstring you as all your guys you are drafting and will draft next year have that 4-5 yr rookie scale where they are bargains! Gotta make clev a destination and prove to players they care about winning. Once you do that...great talent will want to stay and FAs will want to sign near market value
