Pretty cool for The Golden Bear.

Senators Brown and Portman authored legislation to create a medal recognizing Nicklaus' service to the nation in promoting excellence, good sportsmanship, and philanthropy.

Congress has awarded gold medals as an expression of public appreciation for the contributions of its most distinguished citizens.

Since 1776, a diverse group of individuals have been honored with the Congressional Gold Medal, including George Washington, Sir Winston Churchill, Bob Hope, Robert Frost, Joe Louis, and Mother Teresa of Calcutta. Recent recipients include Neil A. Armstrong, "Buzz" Aldrin, Jr., Michael Collins, John Herschel Glenn, Jr., and Arnold Palmer.

I'm not sure what you mean by it being a "State" Congressional Medal. It's a Congressional Gold Medal. The legislation to award it to Nicklaus was jointly authored by Ohio Representatives and approved by Congress.

Nicklaus was also awarded the Presidential Medal of Freedom a decade or so ago.
