Thing is, most garbage collectors wouldn't have bothered if the trash was that stuck in the can. So this guy is very conscientious...but I'm not sure what you call that display, bipolar OCD?!?

Figured as much......read the comments and someone said this was a practical joke. Had to be.....he can get into some serious shit for doing that to a mailbox.
