It's a technological revolution more than anything. And I believe the vast majority of the growth has come from non-federal lands. Not really a result of any policy Obama has implemented, which won't stop him from taking credit.

And the whole biofuel/ethanol thing (which started with Bush, and got ramped-up under Obama) is pretty much a failure. But the algae-based methods look like they could be a real winner.
