Think it means they support it only moreso than strong men who are also wealthier. But, a dainty man who is also poor will support social insurance, etc. more so than a strong man who is poor.
Makes evolutionary sense as in the cave the strong man could gather the food. The dainty nerd cave men had to hope for their mercy.
Interesting because in this day and age...the dainty nerd (think Bill Gates) is the one who capitalism rewards with the food. So you have strong men who aren't quite as wealthy changing the trend and supporting social insurance slightly more than strong men who are wealthy.
