Let's play by the Constitution here, We get a suspect and kill the suspect before questioning. Repeat if more than 1 suspect.

New rules for 1st amendment. Drone the people who speak nonsense. Other than that you get free speech.

The chances of taking him alive are likely zero. He'd kill himself before being taken, I'd guess.

Well, yeah, in theory. But a lot of times, that takes some sort of desire on the other person to not prefer death over capture. If he's not planning to surrender and is planning to shoot and throw explosives until the bitter end, I don't think the average sane person would expect law enforcement to be using the kid gloves in order to make sure he survives and all...no matter how many people he takes out in the process.
