Clearly he wasn't. He claims it was an accident, says he thought the cartridge had been removed. I believe him, it would be ridiculous to think he actually wanted to taze the kid. But, it was still absolutely ridiculous to point your gun at a kid, even jokingly. He should lose his job and the lawsuit.

Without exerting authority over this kid, the cop faced the prospect of losing control of the crowd which could have resulted in his car not being washed.

Even though he may have been joking and I'm sure he didn't mean to actually tase the kid this shows an authority problem that the officer has. Also a stupidity problem. Dude should be fired, if the family wants to sue they should win, yada yada yada.
