I use spotify for music and don't download movies, but if I wanted to why wouldn't I just sit in a Wendy's for an hour?

i'd be impressed if any of them actually did anything about it. TWC has already come out and said that it's a waste of resources for them to run down potential pirates for the MPAA/RIAA.
piracy will just continue to evolve. cut off the head of one, 10 more appear in its place.

The media industry will largely be "footing the bill" for the piracy policing. Their efforts rely on a company called MarkMonitor, which trolls BitTorrent networks, collecting IP addresses. MarkMonitor recently became a subsidiary of Thomson Reuters Corp.
If the media industry truly is footing the bill, I could see the ISP's jumping on board.

Only problem with that is, to my understanding, as you are downloading you are sharing what you have already downloaded. Yes they are. No tracker (public or private) is 100% safe, but they are definitely safer than public trackers.
