I went ahead and gave him a 7-day basement ban since it was his first infraction. Fair, or should it be more?

That's fine. This is different than what ccrunner posted, if you're worried about Mikey McD's comment.
Also, how the fuck would he know if he's new? It's definitely gotta be an AE.

He knows wayyyy too much about shit in the past to be new. Nobody is going to read all the shit back to May, or even further in some instances. He's not fooling anyone.
