Its about the same as someone saying "I'm funny" despite nothing they say or do actually being funny (like 80% of Ohio Chatter. See, to be able to CALL yourself funny you have to actually BE funny which is something that is decided by others, not by you.

The line "I'm not racist" is a security blanket for white (or black, etc.) people to make themselves feel better. It's like an automatic excuse to be able to say something racist because "it's okay, because I'M not racist".
