It means that if a conference has 2 teams ranked #1 and 2 that a 3rd team could be selected to play in a BCS bowl if that 3rd team meets the criteria needed. Like if Georgia would have won the SEC and LSU and Bama were still ranked 1 and 2(which many thought they would). Then a 3rd SEC could have been selected to a BCS Bowl.
