Umpires miss another squeeze bunt out? Was he out of the baselines to avoid the tag by Votto?

What is the function of that line to the right of the foul line starting half way to first base?

I thought it was the basepath the runner is to stay in on plays at 1st base. I've seen runners out for being inside on close plays but on a play like tonights where he went to the outside of the line to avoid Vott's tag, I thought he could have been called out. Any umpires have an interpretation?

The runner has 3 feet to use in avoiding a tag. If he were more than 3 feet outside the base path he could have been ruled out. He clearly wasnt beyond the 3 feet though.
