Same Reason the Cubbies are relatively high to win the World Series. Its because people bet on them. Lines and odds change when people start to bet heavily on them. Notre Dame is 18-1 to win the BCS next year. Thats why Tiger is so high...people will bet on him. Vegas isnt trying to lose money.
