Shining, Exorcist, Night of the Living Dead (Original), Hellraiser, the Omen (original)
Would add if I could: Halloween (original) Creepshow, Gremlins
Worst:
Troll 2, Orgy of the Dead, Killer Klowns (Jesus that was bad all around), Pupper Master vs Demonic Toys (I dare you to watch that with a straight face after Corey Feldman is on screen for more than 45 seconds) Ghoulies III: Ghoulies Go To College---I think the title alone puts it on this list.
Special mentions: Halloween 3, Exorcist 2, Gingerdead Man, Leprechaun in the Hood

It's hard for me to say because I've seen so many of them.
I will say this though, as time has gone on, this genre has gotten worse/cheesier.
Probably any original of a series can be said to be one of the best.
Scream for example-kind of revolutionized the slasher movie in the mid 90s.
Halloween
Paranormal Activity-part 2 was terrible, but thinking that part 1 was real definitely added to its appeal; same thing with the Blair Witch Project.

My favorite is Texas chainsaw massacre pt 2 that came out in 1985. This movie was hilarious, but was supposed to be a horror movie.

Watched the Human Centipede last night (or should I say this morning since it was like 4:00AM EST). That was seriously one of the scariest movies I have ever seen just because it was so messed up.

That would definitely fit in the "best cheesiest" class. Tales from the Crypt: Demon Knight and the first From Dusk Till Dawn also worked for me.
