I almost did a few years ago. I just searched Google and found one place that could do them for under a $1 each, without needing to buy a ton of them. I don't remember where and I didn't end up getting any made, but it wasn't one of the first few clicks on Google. It took me a little while to find it.

I can buy a box of rubber bands and write whatever you like on them for $.25 a rubber band. I have all colors of Sharpies.
